1. History and Development
The history and development of the Library are closely associated with more than 65 years of establishment and growth of the University. Originally, the Library functioned as a unit under the Training Department. In order to keep pace with the overall development trends of the era, on August 4, 2020, the University issued Decision No. 358/QĐ-ĐHKTKTCN to establish the Library Center, upgraded from the former Library Unit under the Training Department.
This decision reflects the University’s strong commitment to investing in and developing the Library Center to meet the standards of a modern university library, especially in the context of the Fourth Industrial Revolution and the global trend of digital transformation in the library sector. It demonstrates the high level of determination of the Party Committee, the Board of Rectors, and all staff of the University—particularly library professionals—in recognizing and enhancing the role and responsibility of the Library in the present and future development of the University.
2. Achievements
With the close attention and support of the University Council, the Party Committee Executive Board, and the Board of Rectors, the Library Center has, in recent years, developed and implemented standardized professional workflows in accordance with industry standards. These efforts have facilitated effective collaboration and connectivity with domestic and international institutions.

The development of a reading culture is a key focus of the Library Center and is actively promoted through annual activities that attract a large number of students. These initiatives make a positive contribution to enhancing students’ knowledge and improving the overall quality of education and training at the University.

Digitization efforts are increasingly being strengthened, and this is one of the Library’s key strategic tasks, especially in the digital technology era.
The management of textbooks and learning materials of the University is being enhanced and actively accelerated to ensure that all courses are provided with appropriate learning materials for students.
With the University’s strong support and the recognition of the Library as an independent unit as it is today, a more promising future is anticipated for professional library operations and reader services. The Library Center is steadily moving toward its true role as “the second lecture hall – a digital knowledge and cultural hub of the University,” enabling students to study and conduct research based on their needs and interests. The Library provides readers with a truly effective space for learning and working, which is especially meaningful in today’s digital age.
